Ive been given an SUA1500I UPS with a dud battery, i plugged it in without the battery installed and there seems to be no signs of life, is this normal behaviour when theres no battery installed?

Hello - yes that is normal for a possibly good UPS.
I just tested a working unit here by powering down our home theatre, disconnecting the AC, and pulling the battery isolate plug.
When I applied the AC, there was nothing, no clicks or flashes and the front panel buttons would not cause any response, so it could be a good unit - if not toss it in the recycling!
