So we have a 2x SRT2200 we had shutdown these on Friday alongside all of the other kit for a power down. Today I powered on the ups one of them is good and fine but the other one started up with an long continuous alarm saying contact customer support error p.08.
I've tried some resets still goes off.
The outputs are locked in off position.
Is this resolved by a firmware update I've read.

You’ll need to contact APC Technical Support if the hardware is still under warranty.
What are you referring to as it relates to a firmware update resolving this specific issue - provide a link??
In the interim you may try the following to see how the system reacts and behaves and report back the outcome.
EPO: Engage the EPO circuit and wait 60 seconds. Release the EPO circuit and press the power button on the LCD Menu. Allow the system to boot up and you should hear two relay clicks. Silence the alarm by pressing any button than enable the outputs.
Report back if the outputs do not engage once toggled on.
Brain Dead: Complete the brain dead procedure as outlined by this APC FAQ for the SRT last video at the bottom:

Complete this procedure three times . . .
Hot Swap: Remove AC Mains from the wall outlet. Eject the battery cartridge. Reconnect AC Mains and power up. Wait for the system to declare a battery fault and wait another 30 seconds.
Insert the battery cartridge and connect the cable. The system should prompt you to confirm a new battery has been installed toggle from No to Yes and enter the month / year and save.
Report back (IF) the system allows you to complete this task. Insure the date & time are accurate and referenced to a NTP source and DST is defined if applicable prior to starting this process.
