May we know the RADIUS application that you are using?
In some cases that I have encountered, they were using the built-in RADIUS of Microsoft and what we did is we had to identify the group where that user belongs and from there we were able to see that the group does not have Admin access.
It would help if you can provide screenshots of your settings/configuration.
