SRT 3000 RADIUS Not Allowing Admin Access

I am following these steps to setup RADIUS on this UPS (Network Management Card 3):

Tutorial APC UPS - Authentication on the Active Directory [ Step by Step ] (techexpert.tips)

The step that defines adding a custom specific vendor with the vendor code of 318 and these custom attributes:

Set the Vendor-assigned attribute number: 1

Select the Atribute format: Decimal

Enter the Attribute Value: 1

These are supposed to allow admin access to the UPS but when I login with my AD account I am only getting read only access. 

Is there a different vendor code and attributes for these UPS models? Is there anywhere I can find this information?

May we know the RADIUS application that you are using?

In some cases that I have encountered, they were using the built-in RADIUS of Microsoft and what we did is we had to identify the group where that user belongs and from there we were able to see that the group does not have Admin access.

It would help if you can provide screenshots of your settings/configuration.
