I have an APC SMT1500IC with Smart-Connect.
The LCD menu is set to Advanced, and I have configured the IP address and mapped it to the cloud portal.
How do I enable its local LAN Web page? I can ping it, but I'm unable to access it via HTTP or HTTPS.
How do I configure SNMP?

There is no local access if you’re using the dedicated (Green) RJ45 Ethernet port on the unit.
SNMP requires a NMC to be installed in the Smart Slot whether it be the legacy AP9630, AP9631 which is EOL.
The current supported version is the NMC AP9640, AP9641. All of the above will provide you complete local access, control, and management with no reliance on the cloud.
Limited (local) access can also be had using the USB / RJ50 ports via APC Power Chute Software (PCBE / PCSS / PCNS) or third party software like APCUPSD / NUT.
