How do I try to recharge the battery on my SMT1000RM2U? I assume that is the first step. The readout on the front panel is partially busted, so I can't see what the state of the battery is.

If the battery cartridge is properly inserted and plugged in and the UPS is connected to 120 VAC and turned on the battery cartridge will recharge it automatically. Given, the LCD is broken and can't see the state of charge you can simply take a multi-meter and measure the voltage at the battery connector to see what the voltage is.
If its rising from when you first inserted the cartridge you're good to go.
Keep in mind the above reply does not address if you have a battery cartridge which is end of life and needs to be replaced. You'll know this if the battery icon is flashing because it failed the self test. So, if the cartridge is more than 3-5 years old its time to replace the same anyways.
You can either purchase the entire cartridge from APC / any resale vendor or save a lot of expense by rebuilding the battery pack with the same genuine CSB cells from here: https://csb-battery.ca
