I have a brand new 3000 XL that will not power up. This is the second one as it was replaced by APC as none of the troubleshooting steps made it work. It is only working as a huge power strip. It provides power but none of the lights will come on in front and it will not power up. Any thoughts or suggestion on what I should try next.

This may sound like a dumb suggestion, but have you checked that the display on the front panel hasn't accidentally become disconnected ? I've had some pretty weird things happen to APC ups in the shipping process...sometimes they've gotten jarred so severely that the molex power and battery connections inside the unit, the front panel displays, and the faston terminals inside the battery modules have been completely (or partially) become disconnected !
