Power Chute Update will not load

I had latest vs. on my computer which was removed when Microsoft was trying to fix a Windows 10 update download problem.

I had the installation software disc that came with my Back Ups Pro 1500 so I installed it.  It said there was a update available

for the program.  I went to apc.com and downloaded the latest vs which i figured would take care of the update.  The problem is

this latest vs will not execute and load.  When I click on the .exe file I get the window that asks if you want to allow this program

to make changes on your computer.....YES or NO.    I click on yes and nothing happens......period.

I have done everything I know to do to get this to work but it will not.  I have deleted my anti virus software but still it does not

load.

Any help would greatly appreciated because I want to get this software updated to the latest vs.

Sorry for the inconvenience. If you uninstall the older version and run the installer does the application install?

No, it will not.  I have tried about 50 times.  It will load on my lap top and Surface that also has the same O/S and security.

It may be related to Incomplete removal of McAfee software or corruption in Windows Management Instrumentation (WMI).

I was able to stop win mgmt.  but when I try to run the second one it still pulls up the first command that I have already run.

How do I do the rest of them?

I have removed McAfee and that did not help before.
