We are installing an APC 208v UPS, with a PDU bar that only has IEC C14 sockets.
Meanwhile, I have a KVM that has an auto-ranging power brick 100-240v 50/60 Hz, with a non-polarized "NEMA 1" flat blade plug.
How do I plug this into the IEC C14 sockets? I assume I need a NEMA 1 adapter cord to make it work, but rated for 240v rather than 120v.

Are there any labeling requirements for doing this, since it will effectively look like a normal 120v outlet but operating at 208v?
It would be bad if some ignorant person wanted a spare 120v outlet, and unplugged the autoranging brick, trying to use the NEMA 1 socket to power a 120v-only device...

I'm assuming you mean C13 receptacles? I may be wrong, but I'm pretty sure the input is always either C14 or C20, with the female mate being C13 or C19. Either way, these guys right here can make any combination of [ IEC 60320 or NEMA straight blade or twist lock plug adapter|http://customavrack.com/Category/164-nema-twist-lock-plug-adapters.aspx] , so shoot them an email.

most devices i know of like that have a C13 connection on them which has the removable input cord so that you can use either C13 to NEMA 5-15 for 120v or C13 to C14 for your situation.
is it an APC KVM or can you tell us the model of KVM so we can take a look at the power connection. i am not familar with the NEMA 1 that you are talking about.
