Need Feedback regarding Fan Noise of APC UPS Smart SUA1500I-IN

I Like to buy this particular model for my Home Theater Room

I have two questions regarding this model

1. This model have always on Fan with LOW & High speed, under normal operation fan will be in low speed, How loud ? as per specs its 45dba @ 1 meter, most probably at high speed, what about low speed DBA?

2. Is the FAN always ON even if I turn off the AC power from wall socket?, i may not be home for weeks so this is important, i cant connect it to AC power all the time.

There are some old threads from year 2010 complaining about fan noise of same models, but i want know the latest update, has APC changed anything related to fan noise? If any one can reply to my query it will be really helpful, thanks in advance.
