I just added a network card to my APC UPS. I successfully logged in to it and changed the IP address to my liking. I was warned that I needed to reboot. (I have an opinion on any software that requires you to reboot to change the IP address. And software that doesn't tell you beforehand). It was exceptionally inconvenient at that point. The next day I did a planned shutdown of my servers and a full-power-down of the UPS, just like when I installed the card. I thought that would be equivalent to a reboot. Apparently not.
I managed to connect to it via the serial port and see:

The eventlog showed me the real (first) problem; the IP address should have been 251, there's already a 252 on the network. So I changed that and now I get on the serial interface:

And in the initial screen I see "Stat : P+ N4+ N6+ A+". The Web command shows the usual ports 80 and 443. I can ping it from this computer. But in Network Shutdown I get "Cannot connect to http://192.168.7.251:80" and the Device IP Configuration Utility does not see it.

HI, in order to figure out what's going on it would be helpful to post the exact model # of your ups (or at least its "Family" eg "Smart-UPS RT" or "Symmetra") and the model and firmware revision of the network card.
...off the top of my head though, for many ups families, powering down the UPS does not completely remove power to the network card unless the batteries are physically disconnected as well...eg Smart-UPS still power the network card when switched off and batteries are connected.

I have a feeling the card has a problem because you made a typo in your subnet mask. Note you have 255.25.255.0. I say that because it will put the gateway to 0.0.0.0 too for this type of thing sometimes (Why is my Network Management Card's default gateway showing as 0.0.0.0 under Current IPv4 settings? ...), depending on what particular configuration is and what is incorrect. You could just fix it with tcpip -s 255.255.255.0 without having to also do the IP and gateway again and then do the reboot command.
If that simple change does not fix it, can you give me the output of the eventlog command (at least the recent applicable events) and about so I can see what firmware you have? I believe you have v6 firmware based on the output I can see of the tcpip command but just double checking.
For network settings typically, you can manually issue the reboot command to activate these settings (which only reboots the card, not the UPS) and then also, it should've rebooted automatically for these pending changes when your session ended. Also, when you turn your UPS off, the Network Management Card does not lose power until the UPS has been braindead which will happen when the UPS is without AC power for 8-10 minutes and capacitors have discharged. Only then, when the UPS brains are completely dead, will the accessory in the SmartSlot be turned off. So, I don't know if in you're scenario, that state happened.

Neither Firefox nor Explorer can connect to ports 80 or 443. FileZilla (FTP) reports ""ECONNREFUSED - Connection refused by server" on port 21. Telnet works and gives me the same interface as the serial port. No proxies nowhere.
Now it's worse. I tried "resetToDef -p keepip" and I can't log in on telnet or serial:

This is really frustrating. I've been networking for too many years and I've never seen such a crummy kludge.

Ok, this is good progress.
So, outside of network shutdown, does putting the IP address in the browser work at all (maybe trying different browsers)? I'd also verify if any proxy server settings could be interfering. Can you try telnet or FTP to see if those work? You could also try a direct connection to it via a crossover ethernet cable if you cannot get to it from any computer to see if that works.

Don't shoot the messenger but v6.0.6 has several issues that we are aware of and working on a release for next month. One of those issues revolves around the reset to defaults not working properly. Did you have a different username/password before upgrading to v6? (or did your card come with v6)? Basically, because of some differences between v5 and 6, this can happen. I would actually recommend we get you to 6.1.1 eventually which is out and fixes three critical issues that you may also encounter. I promise it will get better
If this were me, and to save time if you can do it, I would just format this card (wipe it COMPLETELY besides firmware) since you have serial access and blow everything away, reconfigure the IP and anything else, and just go ahead and try again. To format, since you cannot log in (where there is typically a CLI command to format), then press and hold the pinhole reset button on the front of the card for 20 seconds. I would hold the paperclip device or whatever you use to press the pinhole reset button to the top edge of the card (if it is installed horizontally in your UPS) or to the right I think if it is vertical to best align the paper clip. It should "pulse" green if you're doing it right and making contact with the little button and then release when it turns orange. Then, it should be reset, you'll be able to log in, and then re-do TCP/IP, reboot it, and see if you can get in.
Again, format wipes everything in flash - so any current settings you may have put on there. I think to avoid further frustration with any of these problems, it will be the best option

The card came with the firmware it has. I did not change the card username or password from the default apc.
I tried the password recovery using the reset button, described on page 4 of the manual. No effect.
I've reset many a router with the reset button and this looks about the same. I tried it three times holding the button down for 40 counted seconds. Every time both lights turned off while the paperclip was in. When I released it the lower orange light came on solid, then flashing,, then the upper light flashed green/orange for a few seconds, then went to solid green. It had no effect any of the three times. Still cannot communicate with the card by any means

I can feel the button actuating, but no lights are on while it's actuated. I've tried all sorts of different angles and wiggling with no effect. This baby's locked solid.

Did you see the correct LED combination when doing the reset of the password? You press it once, within 5-7 seconds (which feels like forever) then the LEDs start alternating green and orange then you press it again and the LED goes off? Then get to log in again within 30 seconds with apc/apc? That definitely should work and I'd want to know if the LEDs responded accordingly. I also don't think it'd hurt to take out the card and look at the reset button to make sure it is not loose or anything.

Green goes out, orange flashes, orange turns off. On the second press orange flashes then green comes on. Never any alternating green/orange.
The manual that came with the card states that removal or insertion of the card requires shutting down the servers that are on the UPS and removing UPS power completely. Are you a representative of APC stating officially that I can ignore the manual?

So my card shipped with an out-of-date manual. Heckuva job, APC. And I can't remove the coin battery.
There are only two freakin' LEDs on the back of the card, one is orange and one is orange/green. Of course I'm talking about the one next to the checkmark and X. And the combination is wrong but the card is still inaccessible.

The coin battery is not removable, you're right. And it only keeps the date and time, no settings, so it shouldn't be a worry.
Thank you for the video but the procedure was done wrong from what I saw
You're pressing it too early for the second press and also when the link LED comes back on after the first press which is incorrect. Press it the first time, watch the status LED (yes, with the checkmark and the X) - it will go out as I saw in the video it did properly, and when that one comes back on alternating rapidly green/orange as it did towards the end of the video, which will take 5-7 seconds, press the reset button a second time. The link LED comes back on almost immediately (maybe a half second) after the first press so just ignore that. If it is also easier, you can remove the network cable temporarily. With what I saw in the video, you're just telling the card to reboot twice in a row because of the incorrect timing.
If you're interested, I can give you a call Monday and walk through it with you or help with anything else once we get past the password reset.

OK, it's Monday. I realized I rushed the password reset in the video. So I tried again, and waited until the green/orange flashing, and it worked. I'm in.
For a short time. I issued the eventlog command and it froze. I had to pull the card to un-freeze it. And then I had to do the password reset again. I finally figured out that I had to do the password reset *every* *time* I want to log in. Anyhoo, I reserved the desired IP address at the DHCP server, did a format and reboot and now I can connect. And I haven't needed to do a password reset.
Of course the card is not visible in Device IP Configuration or Power Chute Network Shutdown. That's far too much to ask.
And just for lagniappe, it's crashing approximately every four minutes. The green LED goes off, then comes on flashing green/orange and when I log in the uptime is zero days zero hours zero minutes.
This is not getting better. Has anyone anywhere anytime actually gotten this POS to work?

The password reset only resets the credentials temporarily back to apc/apc. You are supposed to log in, then use the user command to reset and save them to what you want so that you don't have to do the procedure every time.
Did the reboot loop start after you configured one specific thing? It sounds like you formatted but didn't do much else configuration so I just want to verify if the card reboots with little configuration beyond you setting it for DHCP or after you re-did most of your configuration. If you just want to get on with this, I can also provide an older firmware v5.1.7, if you want to try that to see if it helps so you can just move on with using the card.
If you still want to use this firmware, then it'd be helpful if you can do the logzip command (or go to About->Support in the web) and generate the logs and download them and provide them to me so I can see about the reboot. If you do it via logzip command, you'll issue that command, then go to the FTP interface and the /dbg directory and retrieve debug_ZAXXXXXXXXX.tar or whatever the file name is there.

The reboot loop started after I did the format. It set itself to use DHCP. All I've changed since then is the domain name and time.
Please remember that the web interface and FTP do not work. Filezilla:
