Does PowerChute can manage other UPS brand like liebert or others ?

Unfortunately not. PowerChute software only works with APC UPS models but the APC UPS models, depending on the type, do support protocols that may work with other vendors. For example, majority of smaller APC UPS models (meaning Back UPS or Smart UPS) work with the third part software apcupsd (apcupsd.org) and some support Modbus or SNMP for monitoring via other tools than PowerChute.

Yes, StruxureWare Data Center Expert (formerly Infrastruxure Central) does support monitoring third party devices via SNMP.
