How can I check to see if my batteries need to be replaced in my external battery pack SUA24XLBP? Can I connect a voltmeter or ampmeter to check its charge status? Please advise, thanks!

The main unit will actually be able to detect if the batteries in your extended run cabinet go bad.
The way you determine whether the external batteries or the internal batteries have gone bad is to disconnect the extended battery cabinet and run a self test. If the self test passes w/ no bad battery led then that would mean the internal battery is good, and the external batteries would need to be replaced.
