We are using Smart-UPS 3000 RM with 9630 Management card. I got the following message. I tried to replace with a new battery and cold reboot the UPS , but still get the message of "the battery power is too low to support the load" and "Discharged Battery" Alarm
What can I do ?

Ok, it is likely that the UPS needs to be calibrated. See how your runtime reported is 3 minutes - and you have a very low load? This likely did not update properly after you replaced the batteries a month ago.
Essentially, you should attempt a runtime calibration which you can issue via the Network Management Card under UPS->Diagnostics. If this does not work properly, let me know. We'll need to attempt a few other steps and for those other steps, then I need to know the exact SKU of the UPS from the rear of it on the white sticker please.
Lastly, as more of a supplement, there is more explanation here (Why are the battery charge LEDs flashing on a Smart-UPS? | FAQs | Schneider Electric US). We may try the other steps outlined here but we may do one that is not mentioned there.

Let's start there. This may be just a setting configuration issue or if the batteries are lower, you may just have low runtime available now.
Alternatively, I can read this information from the event.txt, data.txt and config.ini files if you want to provide those. (Instructions here -> How can I download Event, Data, Configuration, and Debug files from my Network Management Card? | FA...)
