1) Is APC no longer offering PCPE (PowerChute Personal Edition) for download?
The APC website offers up only this dead URL for software installe rdownload:
ftp://ftp.apc.com/restricted/software/pcpe/302/windows/PCPEInstaller.exe
Error:
550 /restricted/software/pcpe/302/windows/PCPEInstaller.exe: No such file or directory
2) For those of you using PCPE 3.0.2 or later on Windows 10 for a USB-connected UPS, does it work, and is it even worth it? In my case I have a new PC; Windows 10 automatically installed some drivers and has my Back UPS RS 1500 well understood (as a 'battery').

Try this link. Anything in /restricted requires a username and password that should be automatically in the link given by the software/firmware download page.

Note the restrict:Kop$74! in the beginning of the URL. If that doesn't work in your favorite web browser, maybe try another? I used to have issues in IE for some reason all the time but I am definitely able to browse this site which is how I got the link for you.

The software is still available for download. For whatever reason, the link you have is incomplete.
Try this one instead.
I don't use Windows 10, but I see no reason why PowerChute Personal Edition wouldn't work. It does appear to be officially available for that operating system. Your UPS will work perfectly well with the generic Windows drivers. PowerChute Personal Edition allows you to adjust things like the UPS sensitivity setting, transfer voltage points, whether the beeper is disabled or not and to indicate that you've replaced the battery. Some of these things can be done from the control panel on certain UPS models.

Can you actually connect and navigate to the /restricted/software/pcpe/302/windows directory on ftp.apc.com? I cannot. When I connect ftp.apc.com I see no /restricted dir, but an /apc one with some more structure underneath, but no /pcpe/302 directory within...
