I had set an outlet on two AP7922 PDU's (firmware v3.7.3) to 'off' to prevent the attached device from powering up automatically during some electrical work in the server room. All power to the room was switched off, including both UPS's. When power was restored the PDU's cold started and all the outlets, including the one set to 'off' on both PDU's reverted to 'on' and provided power. This caused the attached device to boot which was not what I wanted.
I would have assumed that if an outlet on the PDU is set to 'off' it should remain off even when the PDU is cold booted. This does not appear to be the case. Can someone please confirm what the expected behaviour is?

OK, so I don't see any outlet delays set to never power on in there (under the [RackPDUOutlet] section) - had you changed the setting before posting the config?
Let me clarify what is normal and what is not normal. The PDU cannot save the current outlet state after a coldstart (power cycle) to the PDU. After a power cycle, the PDU should apply the coldstart delay (applies to the entire PDU) or the individual outlet power on delays (which one valid option is never meaning you'd have to manually control it to get it to come on).
For example, if you had a PDU outlet set to never turn on but had it currently turned on for whatever reason, if the PDU lost power and then was re-applied power, it'd follow the setting of never turned on and wouldn't remember that you specifically turned it on this one particular day and just reads the setting for the outlet upon that subsequent power up of the PDU.

Can you provide me the event.txt and config.ini from this PDU to review before I comment? I forgot to add that I believe this is the way it works (the behavior you saw) but just wanted to verify.

Sorry, my misunderstanding. I set 1 outlet to 'off' under the Device Manager/Control/Outlet Control, thinking that it would remain in that state during a cold start of the PDU. From what you have said I should have configured the 'Power On Delay' to 'Never Power On' under Device Manager/Configuration/Outlet Configuration. This setting is preserved during a cold start?
