We have a brand-new APC BX1500M and when we plug it in, it is not seeing the battery. Battery symbol is flashing but never charges.
Reading the instructions, the green label should be facing up and it is. And the battery cannot be placed in the wrong way due to it being keyed to the proper direction.

Given this unit is brand new I would highly suggest you reach out to APC Technical Support. If APC trouble shooting doesn’t resolve the issue they will send out a new battery or entire unit.
In the interim you can try the following to see if there’s a change in behaviour. Remove the battery cartridge and verify that the keyed (plug) is fine and free of any obstruction. Use a flashlight verify the internal battery (keyed terminal) mating area is fine and also free of any damage / obstruction. If so, I want you to turn the unit (Front LCD) faces down. Now insert the battery cartridge inside you should feel a slight resistance when inserting the battery cartridge.
This indicates the battery cartridge is mating / connecting to the internal battery terminals. Once the battery is inside leave it upside down and plug in the AC Mains.
Press the power button and confirm the battery is seen. If not wiggle the battery around to see if there is a change in behaviour. If there is the unit needs to be replaced because the internal battery contact isn’t working / positioned correctly.
NOTE: Every new unit must be allowed to charge once opened and connected to AC Mains for at least 24 hours. If the unit is NOS (New Old Stock) or one that has been sitting on a shelf for years. The battery may be fully depleted and this is why the system won’t turn on / charge.
Measure the battery voltage it should be appropriately 24-27 VDC. If not submit a RMA with APC Technical Support for either a new battery / UPS.
Let us know what you observe and how things turn out! 👍
