Does anyone know if the Back-UPS XS 1300 can be used as a network UPS. If so, how do I find the IP address?
I use Power Chute Personal Edition 3.0.2 running on a Windows 7 Ultimate PC. Can I connect the UPS cable to my router instead of to the PC? How will Power Chute provide the tests and alarms if the UPS is connected to the router?

The BackUPS XS 1300 does not directly connect to the network. While the supplied data cable looks similar to an ethernet connector, electrically they're totally different. You might be able to use third party software like apcupsd or network ups tools (NUT) to rig up networking from your PC -- but that goes beyond my experience. Usually I use a SmartUPS with a network management card installed.
