Assistance with Configuring Radius Authentication with Windows Server 2022

I am hoping someone has some experience with the following setup: 

PDU: AP8865

Windows NPS Server 2022 (2 total, one primary and one secondary) 

Windows DC Server 2012R2

I am attempting to use my domain account to log into the PDU and I keep seeing the following error in NPS "Authentication failed due to user credential mismatch. Either the user name provided does not map to an existing user account or the password is incorrect" 

Trouble shooting so far:

1. Request in Event viewer shows that the request is in PAP from from PDU (is this my issue) 

2. Wireshark capture on NPS shows the Access Request and Reject Message (password is encrypted between DC and NPS Server)

4. User account has correct permissions added to the account

5. User account has been tested and password is correct 

6. Network Policy in NPS is configured to grant access to the Group the user is in

7. Both NPS servers have been registered in AD

I know that NPS is forwarding the request to AD because after 3 attempts the account locks out. Any help would be much appreciated !
