I can successfully add users via the CLI:
apc>user -n bob -pw wezapu -pe Administrator -e enable
E000: Success
apc>
And modify the existing Device and Read-Only users:
apc> user -n Device -pe Device -pw secret -e enable
E000: Success
apc>
But I am not able to modify the default Administrator account
apc>user -n apc -cp apc -pw secret -pe Administrator -e enable
E102: Parameter Error
