I have this ups that's working very well but the fan isn't working even after replacing it.
I used volt meter to check the voltage supplied to the fan terminal, its reading 16V but any fan I plug still won't work.
Any info on what could be the cause and how to fix it.
Thanks.

Not sure, check the pinouts of the fan as they are not connected up as a normal fan, otherwise call service if in warranty, if not then I don't know as you don't get schematics or fixit guides for these and APC will not offer any help that involves you taking the case off.

Did you replace it with a 24v fan?
It may not work until on battery power and during the following recharge cycle.

I actually bought it as fairly used from a friend. The fan I saw inside it is 12V. I've tried both 12 and 24V fan non seem to work.

consider yourself lucky it is in low power mode as 16v may not blow the fan, you need 24v. test the 24v on a 12v system to confirm it works as you should be able to spin it up by hand and it will keep going.

If you have 16v you probably blew up the 12v fans controller. Can you confirm the 12v fan works on another machine such as a pc?

Yes it does.
Even when tested using 12V battery, it still works.

If you are reading 16v then it must have virtually no ampage behind it so somethings broken.

is it a three wire fan or a two wire fan. If i recall the fan plug on the board is three but it only uses the 1 and 3 position on the connector. I believe when you actually plug the fan into the fan input black is left connector and red is the right connector looking from above. No wires should be connected in the middle connector or should not be connected to anything on the fan.
we have replaced the fan many times and it should be 24V and we have not had any issues.
