APC RS 800 New Batteries

I put 2 new batteries 13 volt each and plugged them together and have no voltage at the connector plug. Why not? The batteries are in as the old ones were,but no power, now. I replaced the batteries due to the replace batteries alarm, but did not ck for voltage at the plug. The APC was new in 2014.
