APC MGE 3500 UPS Configuration for VMware host in Cluster

We have 2 VMware host in 2 different Datacenter in cluster with no's of windows vms. Both the host are connected to different UPS in each Datacenter. We want to automate the shutdown and startup process in case of power failure.
1) If UPS is on battery and the battery remain 20% so its should send request to connected VMware host to shut down / migrate all the VMs to another VMware host in other Datacenter.
2) Then it should shut down the VMware host.
3) Once the Power comes back then it should start the VMware host and move back the VMs from another host in cluster to this host.
Please kindly someone should help me from software requirment and with configuration step by step.
