Hello, any advice on a AP9631 that has only telnet access with the default devise account and user name and the apc account (admin) password that was changed from the default no longer works.
Also the web page access reports Network Error (tcp_error)

Hi Dave,
You may want to consider doing a password reset to get an administrator account password reset or another administrator created. Instructions on that here -> http://www.apc.com/us/en/faqs/FA156075
As the article notes, accounts can also be disabled in newer firmwares so you can make sure the apc user is enabled too.
Is the "Network Error (tcp_error) a browser error or something coming from the AP9631 as far as you can tell? It doesn't sound familiar so a screenshot may help clarify..
I am not sure of the history on this card either and if this is a recent development after some configuration changes or firmware upgrade but you may also benefit from a reset to defaults or format (possible commands available via web/telnet/CLI) once you gain administrative access to the AP9631.
