Trying to browse to an AP and make some changes but it never connects. If I try to telnet there is no issue, it's only when I try to browse to the AP that I am having an issue.

Rebooting via CLI in Telnet is just done by the reboot command. You'll need to type yes to confirm it. Should only take 20-30 seconds. And no, it does not affect the outlets on the PDU, especially with this model which does not support outlet control. But if you have any other models that support outlet control, reboot still just affects the management interface.
When was the last time this worked properly by the way, as far as you recall? And do you have others in the same location/subnet that do work?

What do you mean by AP? I am assuming you just mean the regular web interface you access via a web browser?
Can you provide me the output of the web CLI command? Depending on what I see there, I can make some suggestions. It will help verify web access has not become disabled or if there is a strange configuration on it or it is just not how you are accessing it.
A proxy server, if in use, may also cause this type of issue if not set up properly was another thought I maybe had.
P.S. - I don't know if it is related to this issue or not, and I don't think it is, but you are several firmware revisions behind. I am not sure if you are interested in learning more since there are lots of bug fixes and a few new features for this product available.

Thank you Angela, sorry about the confusion. I am referring to the web interface. I have been able to connect in the past, now it's 2 8841's that I am having an issue with.
We are not using a proxy server.
Yes, can you please send me information on upgrading the firmware.

Also, I forgot to double check with you, are you receiving "page cannot be displayed" from your browser or are you receiving something from the PDU - like "application enable to load" or similar? Everything looks OK on the web command. You could also try a simple reboot too on these under Administration->General->Reset/Reboot->Reboot Management Interface. I noticed the one had been up for a little while.
The actual instructions to upgrade are here -> How do I upgrade the firmware on an APC Network Management Card? | FAQs | Schneider Electric US
We have a minor upgrade you can go to (so your interface would still be blue) or we have a major upgrade avalable to v6 platform. For this device, the highest available is AOS 6.1.3/rpdu2g v6.0.9. You'll find both available here -> http://www.apc.com/resource/include/techspec_index.cfm?base_sku=AP8841&tab=software
Before deciding between 5 and 6, take a look here -> Network Management Card 2 Firmware v6.X.X FAQ/Upgrade Issues | FAQs | US

Rebooting only resets the management interface or does it also reset the power? This PDU is in our data center and it would be disastrous if it were to reset the power.
Thanks

This is how I fixed it:
1. I downloaded Putty for Windows
2. I entered the IP address and used port 22 leaving all other settings alone
3. It asked to login, I used apc for the username and password
4. Once logged in I typed web and hit enter. I noticed that HTTP was disabled. To enable it I typed web -h enable and pressed enter
5. If done correctly it will ask to reboot. Type reboot and then YES and enter
This will restart the board, but will not interrupt an devices plugged in. Wait about 2-3 minutes and then you should be able to access it with a web browser
