Does APC, or anyone for that matter, recommend installing 2 6kVA Symmetra RMs into one APC rack? They will obviously both fit and it seems to be under the weight limit of the APC netshelter rack.
Is this something that is specifically not recommended? If so, for what reason is it not a good idea?

There are 2 considerations you dont want to forget for this configuration:
First, the UPSs must remain cool and ventilated to operate correctly. Id suggest some spot cooling in the rack, and definitely some space between the 2 UPSs in the rack to allow for ventilation. If you are looking for a super density solution with these UPSs, you will need to include some precision cooling for the rack, ensuring proper front to back cooling both UPSs.
Second, if this is in a raised floor room, be sure you do not exceed the weight limit for the floor. There is no reason not to put both UPSs into the rack but be sure to look at the whole picture, and be sure that you keep the rack, the UPSs, and the room nice and cool to get the most life out of the UPSs.
