Hi, as my understanding, i can install PCNS in windows server OS to monitor/shut down VM hosts (refer the attached installation guide). My question is, can i use the same PCNS server to shut down VM hosts + the server itself?

Yes. PCNS version 4.1 running on Windows OS can be configured to shutdown ESXi hosts, VMs, and the Windows OS. When installing PCNS 4.1 when asked you select enable VMware support and then complete the set up. If you are not running vCenter Server you will need to follow the instructions in Kbase FA159688 to power down the VMs.
I also recommend you read Application Note 180 if you are running vCenter Server.
