Web Services to Niagara AX, N4, R2

I have a (1) University Campus with 102  Buildings. The Buildings are a mixture of Niagara AX, N4, R2 and Struxureware.

• The Client is evaluating the feasability to install Enterprise Server on this site with a view to installing Enterprise Central to monitor all (4) Campuses.
• They have Building Analytics in one of the other Campuses with EBO and looking to extend it's reach.

Assuming all of the Niagara points are made available by the Client,

1. Is an AS-P required per Building or can the 102 Buildings be connected to Enterprise Server?
2. Is there a Web Services component or functionality that could acheive this?
