HEMS - Looking for functionality & connectivity

Dear HEMS-users and developers,

This is my first participation on a Schneider Electric forum.

Can anyone tell me if Schneider Electric's ‘Wiser’, and in particular the upcoming ‘new Wiser Home app version v7.0.1’, that I've just found out about, is a ‘finished’ HEMS product that achieves all the functionalities on my list and that I'd just need to install in my LVB ?
Only if necessary, and if Wiser is an open source, would I add to the software so that this HEMS fully meets my requirements.

These features lead me to look for some kind of PLC (Wiser?) offering at least the following inputs and outputs:

If Wiser enables me to come up with a type of PLC that meets my functionality and connectivity requirements, I will then look for additional components  - that can be controlled or read via a bus, probably ModBus - such as :

• simple relays
• Vm (230 V - 9 bits) and Am (6 bits) (even without displays)
• a synchronisation and voltage equality control unit
• (an electricity transfer direction detector)

I'm an electronics development engineer, now retired. I developed in C, C++ and Java.

Thanks for your post. Wiser Home is not an open source solution. 

Depending on your installation & your location, we may have different features. Please can you share with me where you live and your Wiser Hub reference so i will provide you more insights.

I'm living in Kortrijk Belgium.
Now retired, I have been 'Research and Innovation engineer' at Pioneer Europe, in charge of finding new edge ideas and technologies for next generation promizing consumer products. 
I have not yet a Wiser Hub reference. Requested ?

Thanks for your updated post.

Today, in Belgium, the Wiser Home solution is only promoted to the old Wiser Energy users and the solution only offers the "Energy part" of Wiser Home (energy monitoring & "basic" load control).

In France, the full features of Wiser Home is available and you can find some informations on Wiser - Maison Connectée - Interrupteur Intelligent – Professionnels | Schneider Electric France , our SE website in French.
