You say in the Title that you think it is because of an Undervoltage Coil. If the current is not reliable or falling, this coil's job is to switch the breaker off, yes. Have you tried uninstalling the coil and see what happens?
I suspect this Coil is installed with a reason. Is there a NSA/Generator supposed to kick in
