I would like to ask, in the patient's room for leakage current protection is it enough with ELCB 10 ma or should use OT Panel if the patient's room stay there is active medical action activity such as pacemaker, intubation and others?

Refer to IEC 60634-7-710
Medical locations have been classified in 3 groups:
Group 0: Medical location where no medical electrical equipment is in contact with the body
Group 1: Medical location where medical electrical have to be used as follows: externally or invasively to any part of the body. A limited residual 30mA current device is mandatory
Group 2: Medical location where medical electrical equipment have to be used into the body. Isolated ground system is mandatory
I assume that room equipped with the medical equipment that needs to have used into the body directly shall categorize into group-2
Group-2 specify that the electrical system shall apply IT Network system/Ungrounded

Yes, IEC 60634-7-710 (Low-voltage electrical installations - Part 7-710: Requirements for special installations or locations - Medical locations) regulate about Installation in Medical location.
In Indonesia we also adopted this standard into SNI 0225-7-710:2020 (Persyaratan Umum Instalasi Listrik (PUIL) 2020 – Bagian 7-710: Persyaratan untuk instalasi atau lokasi khusus – Lokasi medis).
I agreed with you, if there are equipments used into the body then it should be classified as group 2.
You also mentioned IEC 60634-7-710 Group-2 required isolated ground system, so it will require OT Panel with Isolation Transformer inside.
Perhaps there are other opinions ?
