Is there a Schneider document that gives more information about the timer blocks and their construction using Structured text ?

Something specific to EfbI .

The only timer bocks I know of in EcoStruxure Control Expert are TON, TOF, and TP.

I can't find a "BL" block anywhere (FB or EF). I'm not sure what else you might mean by "EfbI"...

The help for each block has instructions on how to implement them all in FBD, LD, IL, land ST. If you're asking about the inner working of the blocks, the closest you'll get are the diagrams in the help file.
