Is there are any Unity Pro / EcoStruxure Control Expert license S that allows about 150 users?

You may want to speak with your Local Distributor or Rep but the licensing for CEX is as in this FAQ:

There is no Entity License for CEX Small, only for XL.  

That being said, for such a large opportunity, your local rep may be willing to put together a special package for you.
