ERROR generating IEC code for HMI

I started a project with a M172 PLC and a M172DCL Display using Modbus. I don't have the hardware yet but I have the project almost built. I keep receiving the below error when attempting to compile. Is it because I don't have the hardware hooked up yet and the references cant be found? I don't have any programming or configuration completed in the HMI, I have only completed the displays.
