GPRS and Wifi will not work simultaneously on the ComX. There is a picture below of the network settings page showing the two are mutually exclusive. Could you describe the use case that would require these two running at the same time?
Also, the ComX doesn't currently send SMS alerts. @Joelle Key might be able to answer where that functionality fits in the roadmap.

While my other answer is true, it only applies to which system you can publish through. If you are asking about using WiFi to commission a system or just connect to the web pages, you can do that. If you plug the WiFi dongle into the ComX, you will be able to connect to a WiFi network that is named the same name as the ComX, regardless of whether you have a GPRS modem installed.
Once you've connected to the WiFi network, use the address 10.25.2.1 in your browser to visit the ComX web pages.
