Yes that is correct. The restore operation overwrites the address of the ZIgBee chips in the gateway and it is not possible to overwrite this value more than once.
So of course, it is possible to use a new Panel Server for one-time backup restore. Restoring a 2nd backup file to this Panel Server will not be possible.
this was already the case with PowerTag Link.

I have identified the limitation. the RF-ID of the zigbee network is using the MAC address of the Zigbee radio.
If you want to restore the backup of a faulty PAS to a brand new PAS, you have to overwrite the MAC address. You can do it only once.
First restore :
If you try to restore another back-up from another PAS you are getting this.
