Question 1
I`m trying to update an old version 7.2.6 with 7.2.7, but after 20sec on stage "installing system set 1" web page report cannnot connect to......
-repository ~16GB
-210 devices
the system does not recover even after 1-2 hours and need to be powered off and on
Question 2
do I need to full backup every time when I change the version?from 7.2.6 to 7.8.0 will take a lot with full backup between versions

Your note of:
-repository ~16GB
makes me think this is a VM, is that correct? If so, I would suggest powering it down and adding a second drive (do not increase initial drive size). Restart and try again.
There simply may not be enough room on the VM to store the files and do the necessary work.
As for question 2, you do not HAVE to make backups every time. The reason it is suggested is because if you don't at least make some backups within the upgrade sequence and one of the upgrades fails, you may have to go all the way back to the beginning. So I guess it's up to you, do you want to take the extra time now to do the backups or wait to see if there's a failure and go through all the restore and upgrades if there's an issue?

Judging only by the statement of where the system appears to hang, there's little else I can suggest. First, I can say that 7.2 is no longer supported and if the issue were to go to tech support and need escalation, engineering won't look at it.
You can try contacting your local support and they can look into the issue more indepth...maybe check logs. I don't recommend sending them here as this is a public forum and the logs have potential sensitive information.
If re-downloading the file fails to resolve the issue, you can try the upgrade from a system on the DCE private LAN. I don't know how much the latter will help in this instance as you seem o have gotten past the portion of the upgrade where the files are transferred to the server but there could still be corruption potentially when it's sent over the network. A good test to see if it's something other than potential corruption on the system as it is would be to restore the system to the current version and then proceed with the upgrade without bringing in a backup. If it works and multiple upgrades with the backup restored to the server fail, that would seem to point towards system corruption. In that case and with the small number of devices, you may want to consider restoring to the most recent version (7.8) and manually reconfigure.
