The following command (currently in DCO 8.x) should restart the operations services:

sudo systemctl restart operations

furthermore, the following commands should stop and start the services:

sudo systemctl stop operations

sudo systemctl start operations

it should be noted that restarting services is considered an advanced topic. This means that if you do not know how to, you should definitely consider if.

On a related note, I am not certain how you got into situation where you needed to restart operations, but generally, the recommended action is to simply restart the server.
