Yes, Energy Efficiency is an add-on module for StruxureWare Data Center operation. There's some information you can find on our community site here: https://sxwhelpcenter.ecostruxureit.com/display/UADCO8x/StruxureWare+Data+Center+Operation%3A+Energy...

It has its own licensing so if you do not have those licenses it would be turned off.
