Is there a white paper that discusses mass updates in relation to local and radius logins? I'm having issues updating firmware on devices that have radius enabled. I also have a requirement to change any administrative password on a regular basis. If radius is configured that the local (superuser) account will not be tried so I can't change the password.

I know of no such documentation. The obvious problem with non-static passwords is that you'd need to go into DCE and change the device file transfer settings every time your radius password changed. There is no way to auto-update the device file transfer settings. Not terrible if they're all using the same user but if you forget, then firmware upgrades, configuration pushes, etc will fail.
You could put in an enhancement request to pull this info from the radius server and use it for device file transfer settings but the account you'd use to log in to get that information too, if dynamic, would need to be edited regularly. Not exactly sure how they'd set that up.
