Just figured out a workaround.
I've added the basic rack PDU in the same room as the panel in order to be able to select it as the power dependency. Relocated the basic rack PDU to the room where it should be and the power dependency stayed with it.
The weird thing is that I used to be able to add the power dependency even if the panel is in a different room. Somewhere down the line of upgraded versions, this was lost.

There was a bug in earlier DCO releases which I think caused the issue you're describing. I think you'll find if you upgrade to a newer DCO release, like 8.2.7 or 8.2.12, that work-around would no longer be required.
