How can I add new input voltages to existing devices? I don't really want to delete the existing symbol and replace with a newly created symbol as this would involve copying all the device data over numerous times.

This option is supported from DCO 7.4:
Right click on the device -> Properties -> Power, and "Edit", and then select your voltage outputs.

Hi Matt,
Changing/Adding input voltage is not supported on already installed devices.
You would have to add the input voltage in your genomes before adding the device.
Not sure which fields have been populated but maybe some of them are general and could to some extent be added in the genomes as well?
I have found that using the equipment browser having the known/needed values of the 2 devices compared next to each other made it faster to do the change.

It is not necessary to define input voltages on a device, if the voltage list is empty then the device can connect to any rack PDU (provided that the rack PDU output voltage matches the combination of breaker setting and PDU output voltage).
If you - however - starts to define input voltages, on a device, then they must be correct.
