I am trying to install ITO on a windows server 2008 R2, but the follow error message appear

is the security on this windows 2008 r2 server managed using windows group policies? I have seen this error at another customer who determined the installer was being blocked bu their group policy tools. Their windows policy blocked execution of keystore.exe. The keystore error then leads to the top screenshot where the service cannot be started. This is because of the error earlier in the installation.

I'm having difficulty reproducing the issue. I have tried on windows 2008R2 enterprise and standard, as well as other servers with McAfee and domain security ... I will continue to try to reproduce.
