I am getting backlog limit exceeded and I cannot access to my DCO server
How can I resolve this issue?

I guess the DCO version is 8.0.0 - it's been a known issue in 8.0.0.1 with log files growing (over the time) in some setups (depending on log notifications frequencies), potentially taking up all disc space and preventing application from running. The fix for this issue has been implemented since 8.0.1.
To resolve the current issue, I would go for a clean installation of the latest version (currently DCO 8.0.4) and then restoring the latest successful backup file from the current setup. Backup file(s) usually located on /data/backup folder. I would also make sure that DCO has enough storage/disc space for installation (at least 100 GB is recommended).
