I want to delete upgrade file from webmin how can I do. please see the attached screenshot.

I believe deleting file(s) via Webmin is not supported - I would suggest the following options:
1. either use a file transfer tool (WinSCP or similar) to transfer or delete file(s)
2. or ssh log in to the server, and then go to the location and delete the file, ex:
cd /data/upgrade
sudo rm StruxureWareDataCenterOperation-Upgrade-7.4.5.tgz
