In StruxureWare we have a "Blanking Panel" that was not perfectly named for what we needed to the point it was miss used. So we created a different device to support our needs. How can we change multiple old devices to the new devices? Or do we have to do one by one, delete and install the new?

There is no way to change the type of a device already located in a rack.
You can multi-select the devices and delete many at the same time.
With the Asset Provision function (provided you have the Capacity module) you can add multiple items to a (selected) number of racks. Be aware that Asset Provisioning will place items in the bottom of the racks though.
