Due to the uniqueness of this issue and not much troubleshooting that can be done remotely, please reach out to your local technical support team to investigate this issue.
I also highly suggest upgrading to a minimum of DCE version 7.9.3 as there was an issue where devices could disappear after an uncontrolled server shutdown, as outlined in release notes.
