Dear Team,
regarding upgrade of DCE we have uploaded newer version 7.3.1 and the existing was 7.2.7. after complete uploading file, below mentioned page appears. server is ping able but stuck at initializing since more than 24 hours till now.
please suggest any solution for this issue other than restore.

Hi Ali, Try to restart the server and access again and share the status with us sometime files are not upload properly that's why it is showing like this. BR, Rana Ajmal

I have seen a similar behaviour in the past and the database daemon did not start with the same results to what you are seeing. It was fine after the power cycle. I'd suggest a power cycle and watch the console during boot to see if there are any errors displayed or services which do not start.

Dear Ali,
I trust you would have taken the DCE 7.2.7 backup before upgrading it to DCE 7.3.1.
To troubleshoot this issue, I would suggest you to connect a monitor & keyboard to the DCE server and see if there is any error noticed.
If possible, please share the screen shot if you see any error message after connecting the monitor the DCE server.
