DCE NTP Issues

Hi I wonder if someone from platform can help we have a DCE pointing at a Stratum 2 NTP server which would make DCE a Stratum 3 NTP server this value was comfirmed on previous checks, however recently the DCE is now showing a value of Stratum 6 how can this be??? Running lastest version 7.8.1

some of the clients telephony is quite perticular with its status and its not happy with the NTP stamp.
