As far as I know, DCE Virtual Appliance is currently supported only on VMware Server ESXi Host 4.1.0 +

The StruxureWare Data Center Expert Software is available as a virtual appliance,

supported on VMware ESXi 4.1.0 or later versions.

• 2 core CPU. 4 Core CPU is recommended
• 16 GB RAM
• 100 GB storage minimum
• 1 GBPS LAN

Hi Emrekoca,

Just to add to Bala's response, if you're not referring to installing the VM on a physical server but thinking of installing the regular DCE on a non-APC server, that is unsupported. You will likely not have drivers to properly work. Check out k-base FA239972.
