Cannot set user's access rights at location and room level

I'm trying to modify a user's access rights but the Edit, View, and No Access columns are all grayed out all the way down the hierarchy. Not sure why it's not letting me check off the boxes I need to modify the users permissions. I do have full admin rights myself and have done this for another user just the other day. Any ideas on what I may be doing wrong?
